Chief Technology Officer

Vicki Saulters

Vicki Saulters has spent more than half her life using code to develop manageable solutions for many of the world's tough problems. Whether it's her love of problem-solving or the thrill of approaching familiar obstacles in unfamiliar ways, Vicki has always had an interest in taking things apart (and sometimes breaking them) to see how they work. This passion fueled her desire to program at a very young age. She wrote her first code - an 8-bit computer game - on a floppy disk when she was 8, and she has been programming ever since.

Vicki has always had a passion for education. She graduated high school with honors at the age of 16 and attended the University of Maryland Baltimore County as a Meyerhoff Scholar. Vicki holds a Bachelor of Science dual degree in Computer Science and Information Systems from the University of Maryland University College.

She is is a software engineer with over 25 years of experience. Ms. Saulters has more than 10 years of technical leadership experience in the Intelligence Community. Ms. Saulters has extensive experience in numerous languages including Java, C/C++, PHP, JavaScript, Python, SQL, Ruby, Groovy, Perl, JSON, AJAX, jQuery, and Unix scripting languages. Ms. Saulters is also an Agile Developmet SCRUM Master, and has experience in database and system administration. Ms. Saulters helped pioneer the federal government’s development of Government Open-Source Software (GOSS) tools by leading the development of the flagship GOSS tool, the Ozone Widget Framework (OWF), which was the first software tool ever mandated by Congress to be open source. Her leadership and development efforts have earned her the Presidential Recognition Award for Outstanding Service 4 times across 3 administrations (Presidents George H. W. Bush, George W. Bush, and Barack Obama), and numerous Performance Awards and special recognitions from the federal government for outstanding service.

She volunteers as a tutor and has occasionally developed and taught training courses in her field. Grateful for the opportunities she has been afforded from a young age, Vicki especially enjoys teaching children. She has excelled in a male-dominated field, and wants little girls, especially, to know they can do so too.

Between her teenage daughter and her toddler son, Vicki hasn't had much free time lately. However, when she does manage to fit it in, Vicki enjoys spending time with family, shopping, doing logic puzzles, listening to music, and (most recently) DIY home improvement projects.

Vicki believes that the most rewarding aspect of her life is being a positive impact on someone else's.
